- NASA/JSC has a requirement for one week of Low Speed Wind Tunnel Testing for theMorpheus Vehicle with the following requirements: Testing for the low speed rangerequired (0-120 mph), testing in a large test section (enabling up to a 1/5 scale model),fabrication of the wind tunnel model, and performing the testing by the date required byProject Morpheus. NASA/JSC intends to purchase the items from The University of Washington. The Universityis the only institution that can provide the wind tunnel test hours and model fabricationrequirements. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. local timeon December 28, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
