- This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation in order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contract will not be given and no appointments for presentations will be made. The Naval Facilities Engineering Service Center (NAVFAC ESC) as the Course Curriculum Model Manager (CCMM), is tasked to manage the certification of students as First Responder Operations Level personnel for all Facility Response Teams (FRT), including Department of Defense (DoD) civilians, military and Port Operations contracted civilian personnel, in the Navy and Marine Corps. NAVFAC ESC currently supports about 73 activities worldwide with their Tier 1 on-water oil spill response equipment procurements and Facility Response Team (FRT) personnel certification requirements. This requirement is for the certified response personnel requirement that will be fulfilled by Navy oil spill response compliance certification courses sponsored by the Naval Safety and Environmental Training Center (NAVSAFENVTRACEN). These FRT Certification Courses are designed to teach oil spill response management techniques and the deployment, operation, and maintenance a variety of oil response systems and equipment. The Contractor shall also provide: Spill Management Team (SMT) Certification Course, Navy On-Site Coordinator (NOSC) support to site specific FRT program offices, New Skimmer Instructional Course, Oil Skimmer Operation and Maintenance Instructional Course, and Boom Repair Instructional Course when requested and funded by the Government. The attached file is a draft Statement of Work for this Planned solicitation. Interested sources must submit any information relating to this announcement in writing via e-mail to lynn.torres@navy.mil Deadline for receiving responses is 23 January 2012. Responses received after this deadline may not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
