- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a firm-fixed-price order under Basic Ordering Agreement N00019-10-G-0004 to Northrop Grumman Systems Corporation (NGSC), Bethpage, NY for technical manuals associated with the E-2C Hawkeye AN/ARC-210 Receiver-Transmitter RT-1939(C) upgrade. This proposed contract action will consist of an eighteen (18) month period of performance. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. NGSC is the sole designer, developer, systems integrator and manufacturer of the E-2 and C-2 aircraft and weapons system and as such is the only firm possessing the knowledge, experience and technical data necessary to provide the required supplies and servies in a timely manner for the purposes of meeting the fleet's operational needs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
