Description
INCREASED RESPONSIVENESS IN THE LEGAL SYSTEM (IRLS) PROGRAM The intent of this notice is to provide interested parties with the change of venue for the briefing session to be held on January 5, 2012. The new venue will be as follows: The Navy League Building, First Floor, 2300 Wilson Blvd, Arlington, VA, 22201. The Residence Inn Hotel's Sales Coordinator will meet the participants at the entrance. ‪ Note: Interested Small Business Concerns must register their intent to participate in the RFP process and confirm their attendance to assure admittance to the limited capacity venue by transmitting via email message to the Mission at usaidsrilankaprocurement@usaid.gov by COB December 28, 2011. Since the proposed contract is a 100% set aside for small business concerns, only small business firms may attend the briefing session. Due to space limitations, please limit participation to no more than 2 representatives per registered organization. The purpose of the briefing sessions is to allow registered potential Offerors to read the full version of the USAID Sri Lanka Rule of Law Assessment 2010. Three hours will be allocated for Offerors to read the assessment report. Copies of the report will not be distributed nor shall note taking or photos / photocopying be allowed. Enroth Regional Contracting Officer, USAID India for USAID/Sri Lanka Set Aside: Total Small Business Classification Code: R - Professional, administrative, and management support services NAICS Code: 541 - Professional, Scientific, and Technical Services / 541990 - All Other Professional, Scientific, and Technical Services Solicitation Number: SOL-383-12-000001 Notice Type: Solicitation Synopsis: INCREASED RESPONSIVENESS IN THE LEGAL SYSTEM (IRLS) To all interested parties: The United States Government, as represented by the United States Agency for International Development Mission to Sri Lanka (USAID/Sri Lanka), hereby issues a competitive request for proposals (RFP), restricted to Small Business concerns in order to select an implementing contractor to provide Justice Sector technical assistance services that lead to Increased Responsiveness in Sri Lanka's Legal System. Issuance Date: December 15, 2011 Closing Date: January 31, 2012 Closing Time: 6:00 P.M., EST Subject: Request for Proposals (RFP) SOL-383-12-000001 Increased Responsiveness in the Legal System (IRLS) USAID/Sri Lanka is seeking proposals from qualified small business concerns interested in providing the services as described in the attached solicitation. This solicitation will be handled using electronic commerce and the procurement action will be conducted under open competition procedures set forth in FAR Part 15, limited to Small Business concerns. USAID plans to award a performance based, cost-plus-fixed-fee, completion-type contract to a qualified and eligible US Small Business concern. The total cost estimated for this program requirement is in the range of $4.1 to $4.5 million, covering a thirty month period of performance. List of interested Parties / Expressions of Interest from Pre-Solicitation Notice The list of interested organizations as potential Offerors and potential subcontractors is attached so that potential offerors can review the organizations interested in potential subawards. USAID has not screened and does not endorse any of the listed organizations. Questions and Answers from the Pre-Solicitation conference are attached to this solicitation.
