- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with The Boeing Company St. Louis, MO to procure a six month extension to the contractor logistics support contract N68335-11-C-0338 for the Reconfigurable Transportable Consolidated Automated Support System (RTCASS) and Self-Maintenance Automated Test and Calibration (SMAT/CAL) Test Set. The Contractor will be required to provide maintenance and support services necessary to ensure end item and component availability and/or performance for the RTCASS (AN/USM-702) and SMAT/CAL OTPS (ON-640/USM-702). The contractor shall also be required to provide repair / demand data for these units. The period of performance for this effort is anticipated to be six (6) months and is intended to begin when the current support contract ends in May 2012. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. The Boeing Company is the designer, developer, and Original Equipment Manufacturer (OEM) of the RTCASS and SMAT/CAL units and is the only known source to have sufficient technical data, and the necessary technical, engineering, and logistics expertise to maintain and support the RTCASS and SMAT/CAL units for that period of time. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a Cost Plus Fixed Fee contract modification. No solicitation will be available for this procurement. See note 22.
