WTP MATERIAL SELECTION PROCESS REVIEW Subcontract Requisition Number: 24590-CM-SRA-W000-00275 Submit Interest By: January 13, 2012 Estimated Budget: <$100,000 Schedule: Dates listed below are estimated •· Issue Request for Proposal: January 23, 2012 •· Award and Notice to Proceed: February 20, 2012 •· Start Work: February 27, 2012 •· All Work Complete: July 31, 2012 Safety Classification: NON-ITS Additional Characteristics: None Quality Level CM Type of Subcontract: Time and Materials PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK The DOE Office of River Protection (ORP) in Richland, Washington, is responsible for the activities necessary to remediate the Hanford tank waste. The ORP has expressed a concern regarding the use of austenitic stainless steels, Type 304L and Type 316L, for some of the WTP vessels which process streams of liquids in the low acidic and near neutral pH range because of the potential for localized corrosion. The WTP Project originally chose the Type 304L and Type 316L materials in 2003 and 2004 based primarily on the guidance provided in 24590-WTP-RTP-M-01-001, Rev. 0, Materials Selection Report. Since then, some of the process conditions have been better defined, which has changed some of the anticipated conditions and which the ORP believes could affect the 40-year life expectancy of the vessels. In order to verify that the material selection and review process adequately addresses the changes in process conditions, the WTP Project is providing more detailed information in a supplemental report 24590-WTP-RPT -M-11-02, WTP Vessel Localized Corrosion Limit Analysis, and compiling detailed information in two additional reports to further explain the material selection and review process for two vessels. BNI has been requested by the ORP to have a panel of outside materials experts review the material selection process used by the WTP Process, including the 24590-WTP-RTP-M-01-001, Materials Selection Report and the supplemental report 24590-WTP-RPT-M-11-02, WTP Vessel Localized Corrosion Limit Analysis. BNI would liket to convene a panel of material experts to review the reports, and the method of materials selection used by the WTP Project. One of the experts on the review panel will be designated as the chairman and would be expected to write a letter of the panel's findings directly to the ORP.
