- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the current Firm Fixed Price AN/SQQ-89 ASW Combat System Production contract with Lockheed Martin Mission Systems & Sensors (MS2), 497 Electronics Pkwy Bldg 5, Liverpool, NY 13088-6062. This modification to contract N00024-07-C-5201 extends the award for up to two years to support FY12 “FY13 AN/SQQ-89(V)15 and AN/SQQ-89A(V)15 production requirements. This effort will provide for the integration of Government Furnished Equipment Software (GFES) into all configurations of the AN/SQQ-89(V)15 and AN/SQQ-89A(V)15 Surface Ship Undersea Warfare Combat Systems. The procurement supports the establishment of a common hardware and software baseline and will provide system capability improvements on surface combatants. This extension will not affect the upcoming Surface Ship Undersea Warfare (USW) Development, Integration, Manufacture, Production and Test procurement (N00024-12-R-5200). Lockheed Martin MS2 is responsible for the hardware and software integration, test, evaluation, production/installation preparation and delivery of the AN/SQQ-89A(V)15 systems. NAVSEA intends to award a contract modification resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as Lockheed Martin is the only contractor with the requisite knowledge and experience of the system to meet the Government's requirement within the time required. This announcement is published for information purposes only. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. The AN/SQQ-89 program provides integrated Undersea Warfare (USW) Combat Management, Fire Control, Command, and Control, and On-Board Training to enable surface ships to engage USW targets. The program concept embraces open-architecture methodology to expand sensor performance through the use of common software components to achieve cost effectiveness and system efficiency. The AN/SQQ-89(V) systems are comprised of integrated subsystems that provide USW search, detection, classification, and localization for surface ships in both littoral and open ocean environments. AN/SQQ-89(V) variants provide major capability improvements through hardware and software upgrades using an Advanced Capability Build (ACB) process. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
