- This is a combined synopsis/solicitation for commercial items (service and associated supply items) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The two RFI numbers associated with this RFP are: FA8217-11-R-76000 and FA8217-11-R-77000 The solicitation is issued as a request for proposal. Offerors are advised they must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. The purpose of the attached SF 1449 (and its attachments) is to only identify supplemental/additional information (as part of this combined synopsis/solicitation). Electronic procedure will be used for this solicitation. Prospective offerors are advised that foreign participation __is__ permitted at the prime contractor level. However, the only approved countries, of foreign small business concerns which meet all requirements (including the FAR 19.001 definition of "concern"), are the following: Denmark, Egypt, Germany, Finland, France, Greece, Israel, Italy, Luxembourg, Netherlands, Norway, Portugal, Spain, Sweden,Switzerland, Turkey and United Kingdom.
