Description
This is a pre-solicitation notice for the procurement of Initial Outfitting Transition Services and Commodities (IO-T/IO-C) for Guam Naval Hospital Base. The Little Rock-US Army Corp of Engineers intends to issue a Commercial Solicitation, W9127S-12-R-0002 for a firm fixed price, competitive procurement. This Solicitation will be issued as a Total Small Business Set-Aside via the Army's Single Face to Industry Website (ASFI) on or about 15 January 2011. The North American Industrial Classification System (NAICS) Code is 337127; and the applicable Small Business Size Standard is 500 Employees. The contractor shall provide 1) Initial Outfitting Commodities - Transition (IO-T) services associated with a military construction project and/or; 2) Provide all the Initial Outfitting Commodities (IO-C), or commodities, to outfit new or newly renovated medical facilities. The project is located in the US Pacific Island Territory of Guam. The Government will award a contract resulting from the solicitation to the responsible offeror whose technical proposal conforms to all solicitation requirements and offers the lowest price. The following factors shall be used to evaluate proposals: (1) Company/Team Qualifications; (2) Past Performance Capability; (3) Proposed Schedule; (4) Quality Control Plan and (5) Capability/License Requirements to work in Host Nation. Central Contractor Registration (CCR) and Annual Representations and Certifications (ORCA), as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained at http://www.ccr.gov. Information on ORCA can be obtained at http://orca.bpn.gov. Site visit is scheduled for January 18, 2012. Contractors may not bring or use cameras, camera phones or other photography / video recording equipment onto the Naval Hospital Guam site visit. Contractors will need to meet at a specified location off base and ride a group bus onto the Guam Naval Base. Contractors will be required to pay the bus fare for each person in the contractor's group who will ride the bus. Contractors will need to have completed all Naval Base Guam access requirements in advance in order to receive badges to access the base. Point of Contact: Vonda S.
