Description
This is a Request for Information (RFI) in regards to a NAVAIR (AIR 4.4.2) requirement to upgrade a test cell used for the test and evaluation of aviation turbine lubricants to maintain the Department of Defense Qualified Products List for aviation turbine lubricants. NAVAIR (AIR 4.4.2) seeks potential sources and information on the potential source's knowledge, skill and experiences in test cell testing technology and testing equipment and instrumentation installation. This RFI is for planning purposes and information only and should not be construed as a solicitation for applications or an obligation on the part of the government. Background The current Lubricant Test System (LTS) consists of an Allison Engine Company M250-C18 turbo shaft engine, a water brake for power absorption and a lubricant conditioning system. Control of the engine, water brake and lubricant system are done in a separate control room approximate 50 feet from the engine test cell. A programmable logic controller, data acquisition system and displays in the control room are utilized to set engine and lubricant test conditions, monitor and record test data. It has been approximately 35 years since the LTS was last up-graded. Incorporating technology improvements in engine test stand design, engine shaft power absorption, data acquisition and control systems will make the LTS more cost effective, reduce Base electric consumption and decrease the environmental footprint of LTS testing. Information Requested The Navy is seeking information from potential sources on their capabilities, knowledge and experience in conducting similar efforts. Specific areas of interest to the Navy are: 1) Knowledge and experience with the utilization of a regenerative dynamometer to replace a water brake for shaft power load absorption, potential problems and issues at the interface point between government electrical services and the local public utility, and what has your company done to resolve those problems and issues. 2) Knowledge and experience in data acquisition system/program logic controller programming for automated engine operation and output shaft load operations to simplify running, capture test data and minimize manpower needs 3) Knowledge and experience in innovative engine test stand design concepts, making engine test stand modifications/adapters for similar engine models; especially if your company has experience with the Allison Engine Company M250-C18 and/or the Rolls-Royce Limited M250-C20 4) Knowledge and experience of aviation gas turbine exhaust emission measurement specifications, standard test methods, instrumentation and installations. Vendors with the knowledge and experience in the above four categories should provide the following information to demonstrate their knowledge and experience: a) Product Literature: Brochures, catalogs, or other documents that demonstrates the vender capabilities. b) Procurement history with similar testing systems and installations; especially those that are "turnkey". c) Drawings and photographs of similar system installations. d) Typical timeframes for an installation. This information will assist NAVAIR Lakehurst in the development of its procurement strategy. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
