- The purpose of this modification is to incorporate the following: 1.Request concept papers for Belize, Caribbean Regional, and Sudan as described below by 01 February 2012 for first round consideration: Belize: HVOP $75,000 - 125,000 Between 2009-2010, a biological and behavioral surveillance survey (BBSS) of HIV infection in the Belize Defense Force (BDF) indicated that alcohol abuse and mental trauma were closely linked with sexual risk behaviors in the Defense Force population. Culturally appropriate and military-relevant interventions to reduce sexual risk behavior among BDF personnel are needed. This request is for proposals to develop a behavioral/mental health harm reduction intervention pilot aimed at decreasing sexual risk behavior and improving mental health outcomes among BDF personnel. The pilot should illustrate effects of the intervention (quantitative and qualitative) which may be used to inform the development of a larger intervention throughout the force. Caribbean Regional: HVSI $300,000 Proposals are requested for Monitoring and Evaluation training that provides basic understanding of fundamental principles and applicability to HIV/AIDS programming. Proposed offeror should provide standard course for several countries at once and additionally TA in the development of M&E systems for existing programs on-site. Existing programs focus on prevention and counseling and testing services. In addition, proposed offeror will evaluate prevention programs and uptake of CT sites for existing programs. Sudan: The proposal request for Sudan is separated into three categories: (1) Prevention, (2) Testing & Counseling, and (3) Care & Treatment. While offerors are welcome to submit proposals for any of the three areas or combination thereof, it is strongly recommended that submissions focus on one of the three categories and cover each of the program areas listed under that category.
