- INSTRUCTION TO FIRMS: No draft solicitation or solicitation, drawings will be posted on FEDBIZOPS. Please follow the instructions below. The purpose of this notice is to update and inform the public of the solicitation: W9126G-12-R-0024 COMPETITVE SMALL BUSINESS SET-ASIDE SOLICITATION FOR CONSTRUCTION OF TWO (2) TACTICAL EQUIPMENT MAINTENANCE FACILITY (TEMF) AT FORT HOOD (KILLEEN), TX AND ASSOCIATED SITE/INFRASTRATURE IMPROVEMENTS. Method of evaluation is Lowest Price Technically Acceptable. (LPTA). The Contract Specialist changes for this solicitation to read as: Robert Duran, 817-886-1070, email at robert.m.duran@usace.army.mil. Interested firms "Must" Add themselves as an "Interested Vendor" in this solicitation notice. Firms posted as Interested Vendors will be added to the AMRDEC SAFE Site to receive a password to download the solicitation and drawing. Firms not listed in FEDBIZOPS, will be required to before a password can be obtained. 2. DIRECTIONS FOR SUBMITTING PROPOSALS a. In an effort to reduce paperwork and reduce cost, all proposals shall be submitted electronically. All submissions should be in Adobe PDF format. The Price Proposal and Technical Proposal shall be submitted as "separate" single files. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. NOTE: Some files are large and may take longer to download. You can only download each file one time each. If you have difficulties downloading at the AMRDEC SAFE Site and require to access again, you may have to email AMRDEC SAFE Site directly to be reissued a password. Title the file(s) in the following format: W9126G12R0009_COMPANY NAME_PRICE W9126G12R0009_COMPANY NAME_TECHNICAL Submit the Price and Technical proposals electronically via the AMRDEC SAFE website at: https://safe.amrdec.army.mil/SAFE2/Welcome.aspx. At the AMRDEC SAFE website select the link: "I do not have a CAC or this machine is not configured to read my CAC and I would like to access SAFE as a Guest User, to register, access the site and submit your proposal(s)". AMRDEC SAFE is the primary source to post your proposals. We request CD's to be sent as a backup only. CD's will not be returned. When completing the information for transmittal at the AMRDEC SAFE website, notification should be submitted to both: Robert M. Duran, email: robert.m.duran@usace.army.mil ; and, email: derek.a.gadberry@usace.army.mil. Special Instruction Pertaining to Hand Carried CD Offers: Hand-carried CD offers must be delivered to the USACE Office at the address above. Offerors who desire to hand-deliver their offers must notify the Contract Specialist in advance due to security requirements. No Paper copies of proposals will be accepted!
