Description
Request for Qualifications RFQ T12SOL10010 The Smithsonian Institution seeks to qualify prime contractors to furnish construction services for the William H. Gross Stamp Gallery Expansion, at the Smithsonian Institution National Postal Museum, located at 2 Massachusetts Avenue, N.E., Washington, DC 20002. The building is a monumental structure built between 1911 and 1914. It is Beaux style, the structure fills the block bounded by Massachusetts Avenue, G Street, First Street, and North Capitol Street and is adjacent to Union Station. The building rises 80 feet in height at its main façade. It is constructed of steel framing with fully articulated exteriors faced with Bethel White granite. The Contractor shall furnish all supervision, labor, materials, and equipment needed to complete architectural, structural, mechanical, electric, plumbing, fire protection, and electronic security elements at the Smithsonian Institution's National Postal Museum. The William H. Gross Stamp Gallery Expansion will be an 8,500 sq-ft permanent exhibition opening to the public on September 2, 2013. The project includes construction of a new mezzanine space, renovation of spaces on the mezzanine, first and ground levels; and the installation of a new three stop elevator. The estimated budget range for the work described in the RFQ is $5 million to $7 million. The total period of performance allowed for construction is estimated to be approximately 56 weeks from date of Notice to Proceed. OFFERS MUST BE RECEIVED NO LATER THAN 3:00 P.M. EASTERN STANDARD TIME ON MONDAY, JANUARY 23, 2012 There is no Pre-proposal Site Visit for this RFQ. A pre-proposal site visit will be scheduled for those firms advanced for further consideration. Inquiries and questions pertaining to the RFQ must be submitted via email and will be entertained through Monday January 9, 2012 at 3:00 p.m. local Washington, D.C. time EVALUATION AND SELECTION WILL BE BASED ON THE FOLLOWING CRITERIA: Minimum Requirements At a minimum all firms must demonstrate the following: -Minimum of ten years as a prime construction contractor -Performed, as a prime construction contractor, on a project in a building listed in the DC Historic sites or buildings listed on the National Register of Historic Places. This project should have been completed within the last five years. Detail of this work must be included in the Past Performance section detailed below. Information to be submitted in Proposal is Detailed in Section L: The Smithsonian Institution is interested in selecting the most qualified companies for this project. The information you provide in the Qualification Statement ("Statement") will be the basis for the evaluation of your Company. o The Evaluation Process. The Smithsonian Institution is interested in selecting the most qualified entities utilizing the information provided in the attached Request for Qualifications (RFQ). Meeting the minimum requirements established in the RFQ will not guarantee prequalification. Only those entities that provide superior Experience Performance and Capabilities can achieve the maximum rating, it is those Entities that can attain "Most Qualified" status and be advanced for further consideration. Your Statement will be evaluated by a committee appointed by the contracting officer. Include with your submission: • Minimum requirements as established in the evaluation criteria. If you do not meet the minimum requirements, your entity may not be considered for prequalification. • Technical Response as defined in the attached RFQ. The qualification statement will be evaluated as outlined in the RFQ in sections L and M to determine contractors who will be asked to provide cost information and further detail on the project. Contractors that are deemed to be the most highly qualified will be required to submit a Cost Proposal as well as supplementary information addressing any amendments to the RFQ. The Smithsonian Institution will use information obtained from responses to this RFQ, the Cost Proposal, and amendments in determining best value. The Smithsonian Institution intends to issue a Firm Fixed Price contract for construction of the project listed above and as described in the RFQ. Final execution of the contract is subject to approval of funding by the Smithsonian Institution. Contractors not selected for further consideration will be notified within ninety (90) days from the response date of this request. The successful firm will be expected to sign a standard, unmodified, Smithsonian construction contract. The North American Industry Classification Code (NAICS) for this procurement is 236220 and the size standard under this code is $33.5 million average annual receipts over the last three years. This announcement is open to all businesses regardless of size. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business, a subcontracting plan consistent with PL 95-507, PL 99-661 and PL 100-656 will be required with the final fee proposal. A minimum goal of 23% of the total planned subcontracting dollars shall be placed with small business concerns. At least 8% of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 5% with Women-owned small businesses (WOSB); 3% shall be placed with Hub-zone Small Businesses (HubSB), 3% with Veteran-owned small businesses (VOSB); and 3% with Service Disabled Veteran-owned small businesses (SDV). The subcontracting plan is not required with this submittal. Any prime or joint venture found to be officially notified of non-compliance on past contracts and the non-compliance is outstanding will not be considered for this project. Failure to adequately explain reasons for not meeting previous contract goals may result in a lower overall rating and ultimate non-selection. An approved small business-subcontracting plan will be required prior to award. Berke, or mailed to Smithsonian Institution, Office of Contracting, PO BOX 37012, CC350, MRC 1200, Washington DC 20013-7012 attention Debra A. Berke no later than 3:00 PM on JANUARY 23, 2012 Failure to submit complete package will render the submission unacceptable. Fax submissions will NOT be accepted. Preface submission with an attached original loose copy brief letter on company letterhead. The Smithsonian will dispose of submitted material 90 days after receipt. THIS IS NOT A REQUEST FOR PROPOSAL.
