- NASA/GSFC has a requirement for the lease and maintenance of two optical networkfibers between the University of Maryland in College Park, MD, and the Goddard SpaceFlight Center in Greenbelt, MD. Renewing the lease is necessary to retain ongoing serviceof high bandwidth Internet-style data communications in multiple ITU-compliant dense wavedivision multiplexed channels between UMCP and NASA/GSFC as part of GSFC's High EndComputer Network Projects.NASA/GSFC intends to purchase the lease and maintenance from Fibergate Inc., pursuant toFAR 13.106, for the acquisition of supplies or services determined to be reasonablyavailable from only one source. Fibergate Inc. has the necessary right of way licensesfrom the State of Maryland, Prince Georges County, and I-295 United States Park Serviceto deploy fibers in a pathway crossing the Parkway (I-295)to meet our requirements. Noother vendors are known to have these right of way licenses. It is essential that theongoing service remain in effect from January 01, 2012 through December 31, 2012.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 28, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
