Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-12-T-0064. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 effective 05 July 2011. North American Industrial Classification Code (NAICS) 611699 with a standard business size of $7.0 million applies to this procurement. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-S10. SECTION B CLIN LINE ITEM NUMBER (CLIN) 0001 Training Course of Instruction (see Statement of Work), Qty: 1, Unit of Issue: Lump Sum; (The contractor shall provide a detailed breakdown of the course price) FFP Statement of Work The contractor shall provide a course of instruction that will focus on scenario based and field training in the areas of mountaineering, terrain analysis, terrain traversing utilizing and assortment of both ground and air assets, tracking, and climbing. The contractor shall provide instruction and training on the AT skiing, snow shoeing, ice climbing, mountaineering, ATV and snow mobile, back country skiing, and tracking. The contractor must have an established program designed for the military and have more than two years of experience in training military special operations personnel. The contractor must provide a COI that provides education and training and must cover the theory, application, and proper techniques for the following subject areas: long range high altitude spotting, aerial spotting, mountain movement, low visibility tracking. The COI must provide students with practical training scenarios conducted in low visibility/ high altitude environments that will include various climbing techniques, terrain analysis, and tracking skills. The contractor shall deliver a COI that covers both basic and advanced elements of a high altitude tracking through a variety of different environments. The COI shall include scenario based training that utilizes both role players and instructors. The contractor shall provide a 10 day COI from 30 January 2012 to 7 February 2012 for 12 students. The contractor shall maintain an instructor to student ration of 1 to 4 and shall be held in the vicinity of Ketchum, ID. The contractor shall provide a facility/training terrain with the following characteristics: - Contractor shall provide diverse terrain to include multiple areas and scenarios utilizing role players. The terrain shall include 40 degree down and up angle, out to 2000 yards. The contractor's site must be at or above altitude of 5,000 feet. - Contractor shall be required to provide a secured building/garage near the airport than can store up to 4 ISU containers. - Contractor shall provide a DOD approved armory for storing weapons and communications equipment. - Contractor's training area must be located near an airport to support air assets and staging of a military plane. - Contractor shall provide the government with exclusive use of the land. - The contractor must provide lodging for all government personnel for the duration of the training. The contractor shall provide the following equipment to be incorporated into their training scenarios: - Contractor shall provide an MH-6 helicopter or equal for a 6 hour training evolution (hours include positioning, depositioning, fuel, and any other applicable costs. The contractor shall be required to provide a combat veteran pilot who has extensively experience working with SOF personnel. - Contractor shall provide the following equipment for the duration of the training:  A minimum of 13 AT snowmobiles.  A minimum of 4 ATV's.  A minimum of 2 ATV trailers to expedite scenario setup.  A Snow CAT and ARGO vehicles for safety and traversing various terrain  The vendor shall provide AT SKI Rentals, snow shoe rentals, for all of the students.  An assortment of 4 wheel drive vehicles to be used for logistical movement of both personnel and equipment.  The contractor shall provide weapons cleaning equipment.  The contractor shall provide a forklift to offload and load on gear from a military C-130 flight.  The contractor shall provide all of the equipment and facilities necessary to complete the training COI. The contractor shall provide trainers/instructors that meet the following minimum characteristics: - Locally based ATV/Snowmobile instructors who are locally certified for the terrain. - Contractor must provide a mountaineering instructor who is locally certified with extensive knowledge of local back country skiing. - Contractor must provide at least one AVI level one certified avalanche instructor. - The contractor shall provide instructors with real world tracking experience in both cold and warm weather climates who have trained with SOF. The Government will not sign any release forms, as Government liability is governed by the contract and applicable Federal law and regulation. LOCAL The vendor will be required to submit monthly reports detailing maintenance performed with each invoice. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance: Technical ability to meet specifications, past performance and price. The contractor shall provide the training program details for evaluation, and supporting documentation that the instructors meet the requirements of this RFQ (resumes). Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. The contractor shall provide the government with surveyed sites that the characteristics of being from 20 miles to 100 yards, with an incline/decline of 40 degrees or more, setup with role players, for an assortment of training scenarios. The contractor shall provide the government with instructor qualifications. The contractor shall be required to submit a detailed outline of the training facility/terrain and proposed course of instruction that is to be provided. The contractor shall provide a detailed breakdown of the course price including applicable equipment costs, facility rental fees, instructor rates etc... (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
