- Background Information and Technical Specifications for Acoustic Vector Sensor Recording Nodes This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for informational and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL Acoustics Division (Code 7100) is requesting information and rough order of magnitude (ROM) estimate of cost for acoustic vector sensor recording nodes. Nominal characteristics provided in the specifications (see attachment) represent acoustic vector sensor recording node characteristics that are considered desirable to Navy sonar performance in littorals. Any proposed acoustic vector sensor recording nodes must meet or exceed the minimum acceptable value. NRL requests information on acoustic vector sensor recording nodes that have comparable or better characteristics than those in the attached specifications. Product specifications are requested as well as data supporting minimum size, weight, and power consumption with maximum record duration over the desired recording frequency range. If NRL decides to purchase these vector sensor recording nodes, NRL would contemplate a firm-fixed-price delivery order contract. Consideration is contemplated as eight units with the possibility of order up to 24 additional units over three years. Examples of what key evaluation criteria might be included in a potential future purchase are 1) underwater acoustic vector sensor specifications, 2) record duration, 3) dynamic range, 4) size, 5) weight, 6) power consumption, and 7) cost. Interested parties should submit the information requested herein, as well as a ROM cost estimate. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. Responses may be transmitted by e-mail to Patricia Woodhouse, contract specialist, at patricia.woodhouse@nrl.navy.mil in either Microsoft Word or pdf format. All responses shall be received on or before 17 January 2012, 12:00 noon, Eastern standard time (EST). If paper copies are sent, they must be received at the NRL address above, ATTN: Patricia Woodhouse, Code 3230.pw. The package should be marked with the RFI number (NRL-12-PW), due date (17 January 2012), and time (noon, EST).
