Description
PURPOSE: The following is a pre-solicitation synopsis as a result of the sources sought notice number DOL111RO20431 for the proposed construction of a new Job Corps Center in New Hampshire in accordance with Federal Acquisition Regulation (FAR) 5.201. The solicitation is estimated to be issued on or about January 9, 2012 and will be posted to the Government Point of Entry (GPE) at http://www.fbo.gov. No reimbursement will be made for any costs associated with providing information in response to this announcement; nor will any follow-up information be provided. PROJECT INFORMATION: The U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business general contractor (GC) to construct a new center in Manchester, New Hampshire. The work will be subject to the terms of a Project Labor Agreement (PLA), pursuant to FAR Subpart 22.5, which all project contractors and subcontractors will be required to sign. The PLA and other documentation will be included in the DOL's solicitation for this Project. The construction project will be for facilities comprising of six (6) one to two-story buildings totaling approximately 155,000+ gross square feet (GSF), which will include a Welcome Center (1,427 GSF), an Administration/Wellness Building (11,735 GSF), a Student Services Center (9,658 GSF), an Educational/Vocational Building (42,492 GSF), a Kitchen/Cafeteria/Warehouse Facility (13,973 GSF), 2 two-story Dormitories (55,282 GSF), and a Recreation/Gymnasium Facility (21,035 GSF). The scope of the construction project will also include the development of an approximate 25-acre site that consists of site clearing, grading, excavation, and rock and granite blasting; utility infrastructure and connections; lighting; sidewalks and walkways; roadways and parking areas; landscaping; and site security. WHO MAY RESPOND: Interest in this pre-solicitation announcement is open to certified small business contractors, relative to the primary NAICS code 236220 with a Small Business Size Standard of $33.5 Million dollars. Any resultant contract will be a Firm Fixed Price (FFP) contract. The solicitation will be issued as a 100% Small Business Set-Aside. This construction project will be a design-bid-build type contract. The magnitude of this procurement is between $20,000,000 and $50,000,000. All interested general construction firms shall be registered via the Central Contractor Registration (CCR) internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log into the Online Representations and Certifications Application (ORCA) website. BASIS FOR CONTRACT AWARD: Selection of the successful bidder will be made by the Contracting Officer using the sealed bid process based on Responsive, Responsible, Lowest [Reasonable] Price bid. The successful bidder must be determined as responsive, meaning a bid that complies in all material respects with the invitation for bids as prescribed by FAR 14.301 and 14.404-2. As prescribed by FAR 9.104, the successful bidder must also be determined as responsible which is evaluated prior to award after selecting an apparent successful bidder. Last, the Contracting Officer will ascertain whether prices offered by the successful bidder are reasonable. The standard price analysis techniques in FAR 15.404-1 will be used in making this determination. If prices received are not considered reasonable, the Contracting Officer may either: cancel the solicitation; or convert from the sealed bid process to a negotiated process as described within FAR 14.401-1. A pre-bid conference will be scheduled for this requirement; details regarding the conference will be outlined in the solicitation. The tentative date bids will be due is currently February 29, 2012. A firm bid opening date, time and place will be established upon issuance of the solicitation. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER BID OPENING, WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT.
