- This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of Far 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OA5-NOI2321694 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code 541513, which has a size standard of $25.0M. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the Office of Acquisition and Logistics Management (OALM), intends to procure on a sole source basis to Phyllis Donoghue to utilize several complex NIH reporting systems a nd databases such as n Vision; the NIH New Business System (NBS); and the Department of Health and Human Services (DHHS) Department Contract Information System System (DCIS) database to prepare complex and extensive data reports. There is an on-going effort of attempting to keep abreast of the various changes in database activities, which involve thousands of NIH customers and continuing improvements and changes to these systems. The Contract Data Management Program (CDMP) has significant responsibilities for developing and managing approaches to use DCIS for monitoring data, management reporting, and fulfilling DHHS, Executive, and other Federal agency requests for data. The contractor shall support OALM on reporting initiatives that are on-going at NIH over the proposed period of performance (January 1, 2012 through December 31, 2012 with two 12 month option periods). This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 12:00 PM Eastern Standard Time (EST), December 31, 2011 to Ms. Van Holley via Electronic submission at holleyv@od.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
