- Replacement of Emergency Power Generation Systems at 7 Land Ports of Entry (LPOE) throughout Vermont Project Number: RWAN1186570 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration (GSA), New England Region, North Service Center Branch, is seeking a Small Business concern with current relevant qualifications, experience, personnel, and capability to perform the work described herein. This acquisition proposes to replace emergency power generation systems at 7 land ports of entry in Vermont. The purpose of this work is to ensure that all electrically powered building systems will be fully operational during a sustained power outage and that there is 50% extra capacity for future growth of the present connected load. The generators will have 7 day supply of fuel. The project will replace the emergency generators at 7 Vermont LPOEs; Derby Line Route 5, Beecher Falls, Canaan, Highgate Springs (2 generators), Alburg Springs, Norton, and East Richford, complete with foundations and fuel storage tanks. All of the generators will be 50 Kilowatts except one 200 Kilowatt generator at Highgate Springs. The building load will transfer to the generators automatically on loss of electrical power by means of a new switch. The project includes all necessary panels, conductors, conduit, fire rated walls, and associated electrical work. Also included in the project are the demolition of the existing generators and the salvaging of 2 generators in Alburg Springs and Norton. Propane will be the fuel used in all locations except the 200 Kilowatt generator in Highgate Springs. Highgate will be powered by diesel fuel. All new tanks will be provided above ground. The sole diesel tank will be double wall construction, under the 200 Kilowatt generator. The anticipated award will be a firm fixed price contract for construction services. It is anticipated that construction will be completed within 150 days after Notice to Proceed. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a 100% Small Business Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in April 2012. The appropriate NAICS Code is 236210 (General Construction) with a small business size standard of $33.5 million dollars. The estimated value of this project is between $ 500K -$ 1M. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of similar services provided within the last five years of similar scope and complexity. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide a client point of contact. (2) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number and bonding level. (3) Indicate if you are a Small Business and any Small Business socioeconomic status you currently have. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short, but comprehensive, statement demonstrating your company's existing expertise and experience in relation to this proposed procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the General Services Administration in tailoring its requirements to be consistent with industry standards.
