- SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) This is a Sources Sought Synopsis. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes only. This market survey is conducted to identify potential sources capable of providing a Lifetime Service Plan (LSP) for the TA Instruments RSA III Dynamic Mechanical Analysis (DMA) equipment (Serial Number 8500-0151) located at Wright-Patterson AFB, Building 654, Room 150, 2941 Hobson Way, Wright-Patterson AFB, OH 45433. The LSP includes an annual performance maintenance visit that provides upgrades to software and firmware as well as performing a thorough cleaning, inspection, and calibration of the RSA III Dynamic Mechanical Analysis (DMA) equipment. The Government plans a firm-fixed-price Purchase Order. Firms responding to this announcement should indicate their size, particularly if they are a small business, small disadvantaged business, woman-owned small business, HUBZone small business, or service-disabled veteran-owned small business. The North American Industry Classification System (NAICS) code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Size Standard is $19M. Capabilities Package: All interested parties shall submit a capabilities package that proves they are authorized by the manufacturer, TA Instruments, to provide the Lifetime Service Plan (LSP) for the RSA III Dynamic Mechanical Analysis (DMA) equipment. In addition, interested parties must prove they have the authority to purchase the manufacturer's parts or are authorized as a third party repairer by the manufacturer. The package may contain any information that the interested party feels is relevant and can be no longer than 5 pages formatted for 8 ½" x 11" paper. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab divider, title pages, glossaries, and table of contents are not required. Responses are to be mailed to ASC/PKOAB/Jan Holbrook, 1940 Allbrook Dr., Suite 3, Wright-Patterson AFB, OH 45433-5309, or can be emailed to jan.holbrook@wpafb.af.mil received no later than 12:00 p.m. Eastern Standard Time, 27 Dec 2011. All questions concerning this acquisition must be in writing and directed to Jan Holbrook via email. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The synopsis does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does the issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognized that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
