- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition 561410, entitled Document Preparation Services. The small business size standard for NAICS Code 561410 is $7.0 Million. The purpose of the proposed project is to provide staff and technical services necessary to research and update Standard Operating Procedures (SOP) for the Davis Dam plant, dam, switchyard, and ancillary systems, to coordinate the review and verification process with the designated Reclamation staff, and to provide updated SOP documents, in electronic format. The Contractor shall provide the final SOP source files and attachments to the Government in Microsoft Word format. Each completed document will be converted to a compatibly formatted, executable Adobe PDF document, on CD-ROM. Hyperlinks between the table of contents (bookmarks) and the appropriate text, and a searchable index and the appropriate test, shall be required and will allow the user to go to the appropriate text by mouse clicks. Links internal to the documents will be implemented by the Contractor as designated by the Government. Graphics and pictures shall be integrated with the text, and will be used for illustrative and clarification purposes. The final electronic document will be menu driven and each page in the document will be provided with non-printing "hot buttons" for Page Forward, Page Back, Find, Go to Page, Print, Return, and Exit functions. The Contractor shall review the materials provided, verify the operation of the equipment, perform research into the operation and maintenance of the equipment, and develop the individual sections of the SOP. The period of performance is anticipated to begin in February 2012 and end in January 2015. Capability statements are to be submitted no later than January 3, 2012. The capability statement shall address the work listed above, and shall demonstrate the company's ability to provide the requirement by submitting the following: 1) A list of three previous projects, completed within the last 5 years, that are similar in scope, specifically work completed in a hydroelectric facility.2) A list of references from the list of projects provided Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), DUNS Number, and point of contact, including e-mail address and telephone number. Capability statements shall not exceed five pages, in length. All responses to this sources sought notice shall be provided to Ms. Jennalyn Schilke, Contract Specialist, via e-mail at jschilke@usbr.gov. When it is determined if a formal solicitation will be issued, a notice will be posted on the Federal Business Opportunities web site at http://www.fedbizopps.gov/.
