- This public announcement is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System 3.2.1.3.11. The FAA will award a purchase order to the University Corp for Atmospheric Research (UCAR), a non-profit 501 C3, for the Development and Adaptation of Cooperative Program for Operational Meteorology, Education and Training (COMET) for Distance Learning Training for Safe Skies for Africa program. COMET is a program of UCAR, which has provided education in environmental sciences through distance education.UCAR is located at 1850 Table Mesa Drive, Boulder, Colorado 80305. Award of this purchase order supports the Safe Skies for Africa program which was created in 1998 as a presidential initiative to improve aviation safety, security and air navigation in sub-Saharan African countries.
