Attachment No. A001 - Lemo Connector (For Informational Purposes Only) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional solicitation will not be issued. Solicitation No. DTRT57-12-Q-80015 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and FAR Part 12, Acquisition of Commercial Items. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54 dated November 2, 2011. The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is seeking to acquire Data Acquisition Systems (DAS). Statement of Work: The Government intends to award a single contract on a firm-fixed price basis as a result of this solicitation to a qualified business, subject to receipt of an acceptable quote. An acceptable quote shall address the required specifications in its entirety. Award will be made to the source whose quote, conforming to the solicitation and specifications listed below are determined to be lowest-priced, technically acceptable to the Government. The period of performance for this contract will be approximately 22 calendar months from date of contract award (i.e., the effective date). Contract award is planned to be made in February 2012. The Government requires for the contract base period one (1) stand-alone 544 channel Data Acquisition System (DAS) with one (1) year of on-site calibration service and one (1) year software and hardware warranty. The Government may exercise Option 1 to purchase one (1) additional stand-alone 544 channel DAS with one (1) year of on-site calibration service and one (1) year software and hardware warranty. The Government may exercise Option 2 to purchase one (1) stand-alone 288 channel DAS with one (1) year of on-site calibration service and one (1) year software and hardware warranty. *For the Contract Base Period, Option 1 and Option 2 the one (1) year on-site calibration service and one (1) year software and hardware warranty will start once the Government accepts the DAS in accordance FAR 52.212-4, Contract Terms and Conditions - Commercial Items (JUNE 2010). The 544 channel DAS will be used for recording data from a load cell barrier consisting of 11 x 16 array of tri-axial load cells (176 total). The 288 channel DAS will be used for recording data from a load cell barrier consisting of a 11 x 16 array of single axis and tri-axial load cells (176 total - (128 single axis load cells and 48 tri-axial load cells)). Delivery of one (1) stand-alone 544 channel DAS with one (1) year on-site calibration service for 544 channel DAS and, one (1) year software and hardware warranty for the contract base period shall be made within 95 calendar days from date of contract award. The Government may exercise Option 1, to purchase an additional stand-alone 544 channel DAS with one (1) year on-site calibration service for 544 channel DAS and, one (1) year software and hardware warranty, to be delivered within 95 calendar days from date of exercising Option 1. The Government may also exercise Option 2, one (1) stand-alone 288 channel DAS with one year on-site calibration service for 288 channel DAS and, one (1) year software and hardware warranty, to be delivered within 65 calendar days from date of exercising Option 2. *If the Government chooses to exercise any of the options it will do so within a six (6) month period from date of contract award. The three stand-alone DAS sets shall conform to the following minimum requirements/specifications: •Two of the DAS sets shall have a channel capacity of 544 channels and one DAS set shall have a channel capacity of 288 channels. All three DAS sets shall allow for easy, cost effective expansion in the event that data acquisition requirements should increase in the future •Capable of reading the Maxim/Dallas single wire sensor identification chip •The DAS shall convert all channels simultaneously or sample and hold channels to minimize the time skew between channel scans •Be sufficiently robust to operate in environments that may include low-level mechanical shock and vibration, dust, and electrostatic and electromagnetic noise •The DAS shall have either an integral backup battery or an online Uninterruptible Power Supply to operate the complete system for at least 30 minutes or to complete writing the acquired data to non-volatile memory, whichever takes longer, in the event of any supply power loss. The system shall have provision to indicate to a remote system that the system is operating on backup power. •Shall be equipped with laptop computer including software to run the DAS •Laptop computer shall have the following minimum specifications: - 4 GB memory - 250 GB hard drive - 15.6" display with 1600x900 resolution - Two Ethernet interfaces (one for DAS and one for facility network) •Software shall be Windows® XP or Windows® Version 7 compatible for sensor management, test setup, data acquisition and post-test data review •Software shall be capable of writing data files in multiple formats including ASCII, Excel® and DIAdem® (version 11.2 or higher) •The communications link between the host computer and data collection hardware shall be 100/1000 bit/sec Ethernet using unshielded twisted pair cabling •The data recording of the DAS shall not be affected if the communications link to the host is lost after arming the system •Have a discrete input connector for each data channel •Portability for easy relocation within test labs •Be capable of interfacing with all sensor types used in crash test applications, including strain gauge sensors, piezoresistive sensors, potentiometers and voltage output sensors •Provide separate transducer excitation (including 5V or 10 V), signal conditioning, anti-alias filtering and digitizing (16-bit minimum) for each data channel and have sufficient on-board self-diagnostics to detect failures due to open wires, excitation shorts, or signal overloads of any other DAS channel prior to performing a test and reduce the chance of data integrity problems •The signal integrity of a channel shall not be affected by open wires, excitation shorts, or signal overloads of any other DAS channel •Have internal shunt resistors and/or shunt emulation available for verifying correct channel operation prior to testing •The recording memory shall be sufficient to record at least 45 seconds of data at 20,000 samples per sec. •All data channels shall be individually software programmable for all setup parameters including excitation voltage, gain, zeroing, etc. and shall have the capability of electronically removing sensor offsets •The offset adjustment shall be capable of removing the full scale offset of a channel with a residual offset of less than 2% of full scale •Overall system performance shall meet or exceed the requirements of the most current version of SAE Recommended Practice J211-1, "Instrumentation for Impact Test-Part 1-Electronic Instrumentation". Prefiltering and sample rate configuration options shall be available for recording data at CFC 1000 or higher •Have a separate trigger input for interfacing with the test laboratory's "Time Zero" (T0) signal •The DAS shall acquire data using the two trigger (recorder) mode to prevent data loss if a T0 trigger fails to actuate. The control software shall provide a manual method of recovering the data impact timing without downloading the entire buffer of the DAS if a second trigger is not recorded •The system shall input either an optically isolated or differential inputs for impact (T0) detection •The system shall permit an Ethernet command or external contact closure to remotely start the data collection (trigger 1) on vehicle launch •The DAS shall provide real-time system status information to the system operator to verify correct operation before conducting a test. System fault information shall be available to the operator during the execution of a test •The DAS shall store the collected data indefinitely on non-volatile memory until cleared. If the user attempts to acquire data when a data set is already in memory, the operation shall be canceled and the operator warned •The performance specification of the system shall reflect system performance over complete range of input gains •The DAS user interface software shall be able to store test configurations in non-proprietary, user-readable format for test setup exporting or to permit user access to the test setup database •The transducer database shall permit the import and export of transducer data to a database system •The software shall alert the user to any transducer that is out of calibration or configured to record beyond its full-scale range •The control software shall automate the zeroing and shunt checks of the channels and alert the user if a channel exceeds stored limits of offset, shunt calibration or channel noise •The DAS control software shall automatically calculate and apply the required channel gain from the transducer sensitivity, excitation voltage and requested channel full scale. If a channel configuration is incorrect or not possible, the software shall alert the user •The values recorded for the pre-test and post-test shunt calibration and offset adjustment shall be stored for later analysis and channel verification in non-proprietary, user readable format •The control software shall permit a user to disable a channel from the test without deleting it from the test configuration •Assembled DAS units shall be kept together in portable rolling cabinets supplied by the Offeror •All software provided shall have a minimum of 12 months of software technical support after delivery to the end users. Software upgrades shall be provided for Government identified bug-fixes •All hardware supplied shall have a minimum of 12 months of hardware technical support and free firmware upgrades for bug-fixes as required after delivery to the end user •All hardware shall be warranted for a minimum of 12 months after delivery to the end user. This includes all costs associated with repair including any overnight shipping charges to make the units operational in the quickest timeframe available •Application of DAS shall be for recording load cell data from light duty passenger vehicle-to-rigid barrier frontal crash tests. The Offeror shall provide the female Lemo connectors which are built into the DAS which are compatible with the male Lemo connector shown in Figure 1 (See Attachment No. 001 - Lemo Connector). This male connector will be attached to the cable which connects to the DAS according to the wiring information specified in Table 1 (See Attachment No. 001 - Lemo Connector). The Offeror is not required to supply the male connectors. The Offeror shall supply the rolling cabinets for keeping the DAS units together. Attachment No. 001 is for informational purposes only. The Offeror shall be capable of performing on-site annual calibrations and providing on-site and telephone technical support. All responsible sources may submit a quote which shall be considered by the Volpe Center. In addition to the written quote, offerors shall submit a technical proposal in sufficient detail to enable the Government to evaluate compliance with the requirements/specifications of the solicitation. As a reminder Attachment No. 001 is for informational purposes only, the offeror is not required to propose on this item. This technical proposal shall consist of providing the following information in the specified format: 1. Technical Capability: The offeror shall describe and demonstrate the technical understanding and capability of the offeror's 544 and 288 channel DAS that achieves the requirements/specifications described above in its entirety (requirements/specifications 1-40) (Maximum five (5) pages, Times New Roman, 12 Font, double-spaced). 2. Past Performance: The offeror shall provide past performance information on previous work performed in providing DAS for automotive crash testing applications and to whom the DAS was sold to within the past five (5) years. This information should include contract numbers, points of contact with telephone numbers and other relevant information (Maximum five (5) pages, Times New Roman, 12 Font, double-spaced). The Government intends to make a single contract award without discussion and advises all offerors to present their best prices in response to the solicitation. NOTE: All offerors must be registered in the Central Contractor Registration (CCR) database, https://www.bpn.gov/ccr/, in order to receive an award from the Government. All requests for clarifications to the combined synopsis/solicitation shall be submitted no later than 2 p.m. ET, January 4, 2012. Any questions received after this date will be answered only if determined by the Contracting Officer to be in the best interests of the Government. The Government will award a single contract resulting from this solicitation to the responsible and qualified business offeror whose quote conform to the solicitation that will be most advantageous to the Government; lowest priced technically acceptable quotation. The Offeror's technical proposal will be evaluated for acceptability in accordance with the two evaluation criteria described below: 1. Technical Capability 2. Past Performance In detail, the technical criteria are: 1. Technical Capability: The purpose of this criterion is to assess the offeror's ability to meet the requirements/specifications described above in its entirety (requirements/specifications 1-40), including its technical understanding and capability to perform the required work. 2. Past Performance: The purpose of the criterion is to assess the ability of the offeror to perform successfully based upon an evaluation of its relevant past performance information in providing DAS for automotive crash test applications. Solicitation Provisions: All offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2011) with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual Online Representations and Certifications Application (ORCA) electronically at https://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete paragraphs (c) through (n) of this provision.
