Department of Memorandum Veterans Affairs Date: December 22, 2011 From:Melvin Moore, Contract Specialist Subj:Scrap Metal & John Deere Tractor Sealed Bid Sale # 595-FY-12-01 To:All Interested Parties The Department of Veterans Affairs Lebanon VA Medical Center has accumulated approximately 60 cubic yards of loose scrap metal, dock lift, snowmobile, Stainless Steel Aquatic Pool Lift, file cabinets, gym lockers, office furniture, wheelchair parts and other various pieces of plumbing pipes, and fixtures. Also included in the Scrap Sale - 1980 John Deere Model JD302 Tractor Complete (Scrap Metal and Tractor) or Partial Bids will be accepted for this sale. Scrap metal and John Deere Tractor are to be bid separately. Bids will be awarded for each item as determined "Most Advantageous for the Government." The Government has the right to accept and award bids separately or to the same bidder. Item #'s 1. Scrap Metal 2. John Deere Tractor All items are to be sold as SCRAP. The successful bidder / bidders will be responsible for the complete removal of all scrap from these areas. Successful bidders will provide manpower and equipment necessary for the removal of the scrap. Scrap will be sold - "AS IS - WHERE IS." The contract will be awarded to the responsible Bidder / Bidders whose bid conforms to the Invitation, and will be most advantageous to the Government. Scrap must be weighed and the weight called into the contracting officer. Melvin Moore TEL: (717) 270-3926. Inspections will be available December 27, 2011 thru January 06, 2012_. All bids must be received by VA Contracting, no later than 3 PM EST on January 06, 2012, at the following address: Department of Veteran Affairs Medical Center Bldg. 99, room pod 63 ( 125 ) Attn: Melvin Moore, 1700 S. Lincoln Avenue, Lebanon, PA 17042. Late bids will not be accepted. You are invited to inspect and submit a bid for this SALE if interested. All bidders are highly encouraged to view the scrap before submitting a bid. In order to view the scrap you must call Craig Watkins at (717) 272-6621 X 4078 to set up an appointment at the following times: 7:00 AM to 11:30 AM and 12:30 to 3PM Monday thru Friday The Successful bidder will be notified by either mail or telephone. Upon being notified he/she must make payment either by a Certified Check or Money Order to the Department of Veterans Affairs Station ( 595 ) - before removal of the scrap. No Personal Checks will be accepted. All scrap must be removed with seven (7) working days from notification by the VA unless otherwise specified. If, after the award, the Purchaser breaches the contract by failure to make payment within the time allowed by the contract or by failure to remove the property within the time allowed by the contract, then the Government may send the Purchaser a 7-day written notice of default (calculated from date of notification), and upon Purchaser's failure to cure such default within that period (or such further period as the Contracting Officer may allow) the Purchaser shall lose all right, title, and interest which he/she might otherwise have acquired in and to such property as to which a default has occurred. The Purchaser agrees that in the event he/she fails to pay for the property or remove the same within the prescribed period(s) of time, the Government shall be entitled to retain (or collect) as liquidated damages a sum equal to the greater of (a) 20 percent of the purchase price of the item(s) as to which the default has occurred, or (b) $25, whichever is greater. Practices that eliminate competition, such as collusive bidding, may warrant criminal, civil, or administrative action against the participant(s) and may be referred to the Department of Justice in accordance with 41 CFR 101-45.317.1. NOTE:Bidders are to be advised that the VA DOES NOT provide personnel or equipment to assist in the removal of the scrap. Also the GOVERNMENT shall not be liable for injuries, damages or any other incidents that should arise.
