- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Oceus Networks, Inc., 1895 Preston White Drive, Ste 300, Reston, VA 20191-5449 for the procurement of the Fourth Generation Long Term Evolution (4G LTE) Afloat Expeditionary Combat Command and Control (C2) Communication System in support of NAVAIR's Counter Networks and Illicit Trafficking (CNIT) program office. A portable maritime C2 capability is critical to the continued mission success of the Counter-Piracy Task Force (CTF-151) because it provides the ability to command from a platform best suited to remain in the area of operations. Failure to provide this capability will limit the U.S. Naval Forces Central Command's ability to properly allocate limited combatants in support of national tasking and contingency operations. This procurement will also include ancillary services such as design support, installation support of this equipment on three(3) US Navy ships, one(1) aircraft and one(1) NAVAIR Surface Air Integration Laboratory (SAIL) for operational test and evaluation, operator training, and sustainment in the maritime environment. The award may include contract options. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Written responses must be received within 15 days of publication of this notice. Responses shall reference N68335-12-R-0072.
