- Amendment 2 to the Solicitation NIH Branch of the Office of General Counsel (NIH-OGC) requires trademark related services that may be required in its lead provider of intellectual property legal counseling. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Proposal (RFP); proposals are being requested and a written solicitation will not be issued. The solicitation number is NIHOD2012307. There is no set-aside for this requirement and the associated NAICS code and small business size standard is 541110 and $7M. The attached letter to offerors contains the information for the date and place of delivery and acceptance and FOB point. The provision at 52.212-1, Instructions to Offerors-Commercial and addenda applies to this acquisition. The evaluation criteria used for this RFP are Technical/Administrative Approach, Personnel and Corporate Experience. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, and addenda applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, also applies to this acquisition. Offeror's response to the RFP is extended to January 13, 2011 at 12 P.M EST. However, this does not extend the due date for questions which expired on December 7, 2011.
