Department Drawings Management SystemSolicitation Number: R12SS80097Announcement Type: Sources Sought Announcement This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a determination will be made whether or not to continue with the procurement under a separate solicitation announcement utilizing Federal Business Opportunities (FedBizOps). The Department of the Interior (Department) has approximately 70,000 employees and is comprised of nine (9) Bureaus (http://oneinterior.doi.net/oneinterior/Bureaus/index.cfm) with operations located across the United States and the U.S. Territories. The Department is looking to replace its current drawing management systems under a single award Indefinite Delivery-Indefinite Quantity (IDIQ) contract arrangement. The objective is to obtain software, software licenses, software maintenance, and support services such as configuration, implementation, and training support related to Drawing Management on a Task Order (TO) basis. This procurement was previously announced under Sources Sought Announcement R12SS80046, IInterior's Drawing Management Solution as a request for information and comments to the Draft Statement of Work (SOW). As a result of the responses to this announcement, the NAICS Code and the SOWs have been revised accordingly. Because of the Department's IT Transformation Initiative a cloud solution may be considered. Minimally, the solution shall support the Department of the Interior's diverse workforce to include all bureaus and offices strategically located within the continental United States and its territories. The solution shall be able to support either a Federal Information Security Management Act (FISMA) moderate internal system or FISMA moderate external certified software as a service (SaaS) environment. STATEMENT OF WORK: Interested firms shall request a draft copy of the IDIQ and initial Task Order SOWs to the Contract Specialist, Synthia Archuleta at sarchuleta@usbr.gov. Upon receipt of the draft SOWs, firms are expected to review this announcement and the draft SOWs and make comments. PERIOD OF PERFORMANCE: The anticipated period of performance for the IDIQ will be a one year base period with four (4) one-year option periods. NAICS CODE: The applicable NAICS Codes are: 511210 Software Publishers $25,000,000.00 CAPABILITY STATEMENT: Respondents must provide, as part of their response, information concerning 1) staff experience, including their availability, experience, and training; 2) current in-house capability and capacity to perform the work; 3) prior completed projects of similar nature; 4) corporate experience and management capabilities; and 5) examples of prior completed Government contracts, references, and other related information. SUBMISSION REQUIREMENTS: Responses to this Request for Comment must include the following: 1. A cover letter on Contractor letterhead including the Contractor name, point of contact, address, phone number, fax number, DUNS number, and CAGE code. 2. GSA or other applicable schedule number. 3. Comments related to the SOW not to exceed 10-pages or edited within the SOW using track changes. Comments shall specify section number, paragraph number, and sentence number as applicable. 4. Marketing materials not to exceed 5 pages. 5. Provide information that demonstrates proven experience in supporting infrastructure that is equivalent to the Department's size and geographical locations to include approximately 70,000 employees located in nine (9) Bureaus (http://oneinterior.doi.net/oneinterior/Bureaus/index.cfm) with operations located across the United States and the U.S. Territories. At a minimum, responses shall include: a. Name of Organization/Agency supported; b. Project name c. Contract number d. Contract period of performance e. Contract value f. Organization/Agency Point of Contact (POC) i. name, ii. phone number, and iii. email address. 6. Detailed capability statement that allows the Government to determine the firm's qualifications and ability to perform the aspects of the announcement and the SOW not to exceed 5 pages in single-space and using a 12-point font size minimum. 7. Include a copy of the firm's current Central Contractor Registration (CCR); 8. Include comments on the SOW In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Complete information must be submitted. Since this is a sources sought announcement, the Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will not provide a "debrief" on the results of this survey and no evaluation letters will be issued to participants. All information submitted will be held in a confidential manner and will only be used for the purpose intended. SUBMISSION INSTRUCTIONS: Responses must be received by 10:00 a.m. Mountain Time, Wednesday, January 11, 2012. All responses are to be submitted electronically (via email) to the Contract Specialist, Synthia Archuleta at sarchuleta@usbr.gov in MS Word or Adobe Portable Document Format (PDF).
