- This project is a Design/Build Project. The project consists of construction of a 60-member Army Reserve Center (ARC) which includes an 18,167 square foot Training Center building, a 4,627 square foot Organizational Maintenance Shop (OMS) building, and a 362 square foot Unheated Storage (UHS) building. Supporting facilities include; high/low loading ramp, wash platform, 1,115 square yards of military equipment parking (MEP), privately owned vehicle (POV) parking, paving, fencing, general site improvements, and extension of utilities to serve the project. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, standing seam metal roof, heating ventilation and air conditioning (HVAC), plumbing, electrical system and communication system, mechanical system, and security system. The estimated period of performance is 490 days. The estimated target ceiling for this project excluding contingencies and supervision and administration is $4,527,000.00. It has been determined that competition will be limited to small business acquisition. This is a Best Value solicitation and the basis for award is the tradeoff process. Proposals will be evaluated by the Government in accordance with the following criteria: Relevant Experience, Confidence in Performance, Technical Approach, Management, Safety, and Price and Pro Forma Information. Betterments and innovations may also be evaluated. The estimated issue date is 10 January 2012, with an approximate proposal due date of 24 February 2012. A pre-proposal meeting is scheduled near Rio Grande City on 17 January 2012. This project is available by downloading from the Internet only.
