- Description
- NASA/GSFC has a requirement for hardware and software engineering services insupport of the Atmospheric Laboratory for Validation, Interagency Collaboration andEducation (ALVICE) laboratory system.NASA/GSFC intends to purchase the services from Ecotronics Ventures LLC pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. Knowledge of the current laboratory operations and engineeringconfigurations are required to perform these services. As a result of many of thelaboratory instruments' custom modifications being developed by Ecotronics, no othervendor has the requisite knowledge to provide these engineering services. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon January 3, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
