- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared IAW the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is W911QY-12-T-0002 and the solicitation is issued as a Request for Quote (RFQ). This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-54, Defense FAR Supplement (DFARS) Publication Notice 20111220, and AFARS Revision # 025. This is a Full and Open procurement. See the Schedule in the attached RFQ for a listing of contract line item numbers and items, quantities and units of measure, and options. The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division has a requirement for commercial items to support the Warfighter Science, Technology and Applied Research (WarSTAR) Directorate of the Natick soldier Research, Development, and Engineering Center (NSRDEC) at the Natick Soldier Systems Center in Natick, MA. These items include a 3D Whole Body Scanner and a 3D Head/Face Scanner with Software, Installation, Training, Maintenance, and Manuals. Delivery and acceptance of CLINs 0001 and 0002 is four months after receipt of order. The FOB is Destination and the destination is Quantico, VA 22134. Delivery and acceptance of the option CLINs 1001 and 1002 is four months after receipt of order. The FOB is Destination and the destination is Natick, MA 01760. The provision at 52.212-1, Instructions to Offerors -- Commercial, with Addendum 52.212-1, Additional Instructions to Offerors, applies to this acquisition. The Government's evaluation of submitted quotations is in accordance with provision 52.212-2, Evaluations. The evaluation factors include three (3) factors: Technical, Past Performance, and Price. The relative order of importance is as follows: The Technical Factor is approximately equal to the Price Factor. The Technical Factor is significantly more important than the Past Performance Factor. The Price Factor is significantly more important than the Past Performance Factor. The Technical Factor plus the Past Performance Factor is approximately equal to the Price Factor. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer unless the offeror has this provision up-to-date on ORCA. The FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, with Addendum 1, applies to this acquisition. The clause at 52.212-5 (DEV), Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Offers shall be submitted in electronic format. The electronic version shall be submitted via e-mail to david.barceleau@us.army.mil no later than 5:00 PM EST on January 23, 2012. All discourse concerning this solicitation and its requirement shall be directed to Army Contracting Command -Aberdeen Proving Ground, Natick Contracting Division (ACC-APG, NCD), Mr. David Barceleau, at david.barceleau@us.army.mil.
