Description

The Naval Air Systems Command intends to negotiate and award a sole source contract with General Electric Company (GE), Lynn, MA, for 16 GE-38 engines for the System Demonstration Test Articles associated with the current CH-53K development contract. GE is the sole developer of this engine and possesses the configuration and manufacturing data to ensure the seamless integration of this engine into the air vehicle. The GE-38 engine is currently integrated and in use under the CH-53K Systems Development and Demonstration contract. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
