QUALIFICATION REQUIREMENTS: Sources must be qualified prior tobeing considered for award. To be eligible for contract award, theofferor must be an approved source IAW FAR 52.209-1, Qualification Requirements. TheGovernment is not required to delay contract award to review pending Source Approval Requests(SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. Ifthe Government has not completed review of a SAR when the contract is awarded, the SARwill be retained and the source will be reviewed as a possible source for future awards. 13. Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies (orservice) required are available from one or only a limited number of source(s) and no other type of supplies or serviceswill satisfy agency requirements. All responsible sources solicited may submit a capabilitystatement, proposal, or quotation, which shall be considered by the agency. Intended source is Unison EngineComponents-Manchester. Based upon market research, the Government is not using thepolicies contained in Part12, Acquisition of Commercial Items, in its solicitation forthe described supplies or services. However, interested persons may identify to thecontracting officer their interest and capability to satisfy the Government's requirementwith a commercial item within 15 days of this notice. OMBUDSMAN NOTE: An Ombudsman has been appointed to hear concernsfrom offerors or potential offerors during the proposal developmentphase of this acquisition. The purpose of the Ombudsman is not to diminish the authority ofthe program director or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate government personnel.
