- SOLE SOURCE The U.S. Army, Aberdeen Test Center, Aberdeen Installation Contracting Division (AICD), Aberdeen Proving Ground, MD intends to award a sole source (as prescribed in FAR 6.302-2) to Stancills, Inc 499 Mountain Hill RD. Perryville, MD 21903-1413. The contractor shall provide 900 Tons of ARL 5 PAR9 (SOIL), t he soil to be procured was co-designed and developed by Stancills and Army Research Laboratory (ARL). This particular soil blend is currently being utilized in various tests at ATC. The soil used has a significant impact on test results therefore the same soil parameters are required to maintain testing integrity for on-going and future tests, and is not available to other contractors. The North American Industry Classification System (NAICS) for this requirement is 327992 and the size standard is 500 employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 4:00 PM Eastern Time, 28 December 2011.
