- Description
- USAID/South Africa Regional Financial Management Office (RFMO) a) provides financial services to three non-presence countries that includes Swaziland, Lesotho and Botswana; and five presence countries in southern Africa, including South Africa, Zimbabwe, Angola, Madagascar, and Namibia; b) oversees the respective financial management staffs in each country; c) manages and/or reviews the operating expense and consolidated support budgets for the respective countries; and d) supports USAID's technical and development programs as well as the Ambassador's Self-Help, Development Credit, Food For Peace (FFP), Office of Foreign Disaster Administration (OFDA) and President's Emergency Plan For Aids Relief (PEPFAR) programs. The RFMO provides accounting, funds control, audit management, financial analysis, budgeting, payment processing, technical guidance, and staffing coverage to its client missions. This is a challenging position as the selected individual(s) will be responsible for training and mentoring accountants, accounting technicians, financial analysts, and voucher examiners in South Africa and the client missions. The incumbent will train the accountants and accounting technicians in funds control, accounting, and support budgets, train the financial analysts in financial management and program funding, and train the voucher examiners in payment processing. Many members of the financial management staff of USAID have less than two years with USAID and the USG and need in-depth mentoring in order to undertake their full roles and responsibilities. As a result, RFMO and its client missions have not been completing assigned duties and responsibilities on a timely basis. Thus, it is estimated that the incumbent will spend 80% of his/her time in providing on-the-job training and direction to the accountants, financial analyst and voucher examiners in budgeting, accounting, reporting, reconciliation and analysis and responsibilities for voucher processing, and 20% of his/her time providing technical assistance to the technical teams.
