Description
RFI Details SYNOPSIS This Request for Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposal (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice (FAR 15.201 (e)). In accordance with the FAR 52.215-3 - Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government will not pay for any information/items submitted in response to this RFI. Data will not be returned. This RFI does not commit the Government to award a contract. No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. Any solicitation resulting from this RFI will be announced separately. Based on your response to this RFI, the Government may contact you for follow-up questions and/or a one-on-one session. In this RFI the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) is soliciting various inputs to explore technical and non-technical options for assessing organizational risk. The purpose of the effort is to: 1)Identify risk management best practices and assessments methods that can be adapted to PHMSA's unique hazmat mission. 2)Identify and evaluate analytical methods that enable the identification of the highest posing risks to hazmat transportation to, from, or within the United States. 3)Identify and evaluate "Commercial Off The Shelf" (COTS) predictive analytic software that can identify risks in hazmat transportation and be incorporated into PHMSA's IT infrastructure. All questions on this RFI must be submitted via e-mail to Mahua Mazumdar at mahua.mazumdar@dot.gov by Thursday, January 19, 2012 by NLT 1700 Hours EST. All responses to this RFI must be received by Monday, January 30, 2012, by No Later than 1700 Hours Eastern Standard Time (EST). All responses must be submitted in Portable Document Format (PDF) via e-mail to Mahua Mazumdar at mahua.mazumdar@dot.gov. *** Please see attached document for full details on this RFI***
