- Description
- NASA/NSSC has a requirement for a training program entitled Creativity andInnovation Initiative. The objective of the program is to provide training to furtherdevelop the creative thinking skills of the Creativity and Innovation Team. The vendorshall be responsible for providing all training materials to include software and anytextbooks or workbooks necessary. The vendor shall provide training which explains theSix Thinking Hats methodology for up to 11 participants. The program will addresscurrent creativity and innovation issues facing each participant and how the Six ThinkingHats methodology can be applied to their issue. This offering shall be held at NASAsGlenn Research Center beginning January 23, 2012 and ending January 26, 2012.NASA/NSSC intends to purchase the above curriculum from de Bono Consulting, a ResourcesUnlimited Company, 2680 Berkshire Parkway, Suite 110, Clive, Iowa 50325. Pursuant to FAR 13.106, the acquisition of these services has been determined to bereasonably available from only one source. Competition is impractical for the followingreasons: de Bono Consulting developed the Six Thinking Hats methodology. de BonoConsulting does not allow other certified vendors to customize the standard program, andcustomization is required for this program.The Government intends to acquire this training as a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. CST onJanuary 17, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Candice C.
