- ATV/UTV template Chainsaw Repair services template Coach Bus template Chippers template Mobile Sleeper Units template Rental Vehicles (passenger and trucks) template Vehicle with Driver template Aircraft Rescue Firefighting Apparatus template Copiers template Procurement Brochure on how to do Incident Business with the Forest Service Locations where vendors can join in video conference on January 26, 2012 The USDA Forest Service Southwestern Region (Region 3) is seeking sources of vendors interested in providing various resources for use during local, Regional, and Nationwide fire suppression and all-hazard incidents. Depending upon response to this Request for Information (RFI), solicitations may be posted to promote competition for preseason Incident-Blanket Purchase Agreements (I-BPA). The successful Contractors are responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. Please see the attached draft templates for the following resources: Aircraft Rescue Firefighting Apparatus, ATV/UTV, Coach Bus, Chainsaw Repair Kits, Chippers, Copiers, Mobile Sleeper Units, Rental Vehicles (unoperated passenger vehicle and trucks), and Vehicles with Drivers. Some resource categories may be competitively awarded within Region 3 if there is enough vendor interest. Vendors in other categories may be listed on an interested sources list to be contacted when a need arises during an emergency incident. For competitive resources the Government anticipates awarding multiple I-BPAs. All agreements will be total Small Business set asides under NAICS 115310. The Small Business size standard is $17.5 million. If enough interested is generated, a solicitation will be issued for each resource using the Virtual Incident Procurement (VIPR) system. VIPR is a Web-based incident procurement system designed to award and administer preseason I-BPAs. VIPR enables vendors to submit their offers electronically in response to competitive solicitations and includes electronic signature capabilities. Vendors must obtain a Level 2 eAuthentication account prior to completing the solicitation process. For more information, visit http://www.fs.fed.us/business/incident/vendorsupport.php. An information meeting will be conducted via video conferencing within the Southwestern Region on January 26, 2012, from 1:00 P.M. to 3:00 P.M. MST. A list of locations where vendors can attend is attached to this RFI. Vendors having an interest in participating in wildfire and other emergency incident support should send an email to Anne Weiskircher at aweiskircher@fs.fed.us no later than January 25, 2012. You will be added to an email list to which the most current updates are sent.
