Description
Synopsis: The New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro Drive SE, Albuquerque, New Mexico 87108-5154 is seeking sources under NAICS Code 621111 (size standard of $10.0 million) that are able to provide Perfusion Services, including, By-Pass, Stand-by for Cardiothoracic Surgeries, and Cardio assist devices. SERVICES: a. Contractor to provide Coronary Artery By-Pass stand-by for Cardiothoracic surgeries. Includes standby for PTCA in the Cardiac Cath Lab; CABG procedures on- and off-pump; processes other than non-Cardiothoracic by-pass (non-CPB) in the Operating room (OR). Procedures that do not require set-up of Heart-Lung machine and/or related equipment; and procedures that cancel subsequent to set-up by the Perfusionist. Cardiac assist devices; includes, but not limited to ventricular assist device (Biomedicus, ABIO-Med, Thoratic, etc). Includes insertion, monitoring, removal, and related activities. The services would be provided as needed on a daily basis. The Contractor needs to provide a sufficient workforce to provide approx. 110 CABG cases estimated annually. An estimated 8760 hours Stand-by for Cardiothoracic Surgeries annually. In addition 240 hours estimated annually for Cardiac assist devices b. The contractor shall provide furnish certified Perfusionists who are American Board Cardiovascular Perfusion Certified. Contractor personnel shall have training and experience in all aspects of clinical perfusion. This includes experience utilizing standard cardiopulmonary bypass equipment, standard membrane and non-membrane oxygenator systems, blood and red cell salvaging equipment, pulsatile preservation routines, intra-aortic balloon pumps and research or clinical experience in other forms of assisted circulation. Perfusionist shall be capable of and have successful experience in operating both standard cardiopulmonary bypass and intra-aortic balloon pumps simultaneously, without the need for another cardiopulmonary bypass Perfusionist or assisted circulation technician. Experienced in advanced HIPAA compliant technology experience. Physician shall dictate findings, review, electronically sign and upload reports Into the NMVAHCS's Computerized Patient Record System (CPRS). c. Contractor provided Perfusionist Services, shall include, but not limited to: A. Furnish certified Perfusionist coverage for open-heart procedures (i.e., CABGs, etc.). B. Provide Perfusionist coverage for balloon pump procedures, if requested. C. Certified Perfusionist will be available to assist in necessary operative services for heart/lung machine and intra-aortic balloon pump (IABP) services which will include but not restricted to the following: i. Set up heart/lung machine and operate the machine during the period of cardiopulmonary bypass (CABG and valve procedures) ii. If necessary, set up balloon pump, serve as a content expert and supervise its operation in SICU, MICU and Step-Down Unit. iii. Operate equipment inherent to provided services. iv. Provide professional expertise in the selection of disposable supplies and equipment, v. Assist and provide adequate monitoring support for the patient transfer to intensive care units. Also make sure that the patient is adequately monitored after placement in one of the units. Documentation of said monitoring is recorded routinely via IABP record. vi. Provide resource services for nursing staff on equipment and procedures related to contracted services, as needed. vii. Set up left ventricular assist device (LVAD) and supervise its operation in the intensive care units. Provide trouble-shooting services as needed. viii. Set up and supervise circulatory support systems in cardiac catheterization laboratory. ix. Document performance of procedures on the medical record the same day as procedure is performed. For each case, the Contractor shall remain until patient is stable and is given permission to leave by Attending Cardiothoracic Surgeon or his/her designee. xi. The Contractor shall ensure that emergency services are available at the NMVAHCS 24 hours a day, 7-days a week 365-days a year. These services must be available at the NMVAHCS. xii. Accessibility when required to report to the NMVAHCS is 30-minutes travel time (one-way). xiii. Provide other standard duties as required which pertain to Perfusion services. d. Contractor shall provide on-call Perfusionist services. While "on-call", the Perfusionist provider until shall be available to the Medical Center for all cases as well as remain in the facility until operative patients are surgically stable e. Physician services shall be performed in accordance with the policies and procedures of NMVAHCS and its medical staff by-laws and service under the direction of the Chief, Surgical Service or designee. f. Contractor shall participate in hospital teaching program which fulfill the requirements of the AMA Council of Medical Education. The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS Code 621111 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.VetBiz.gov. More over qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
