Description
DRAFT SOW - Tunesia Threshold Program The MCC requires professional services to assist the Government of Tunisia (GOT) in designing a threshold program based on findings/recommendations from a Constraints Analysis and other analyses used to identify policy priorities for a threshold program and evaluate proposed interventions for feasibility and cost effectiveness. The Contractor will develop a Threshold Country Plan ("TCP") in close consultation with MCC and other U.S. Government representatives. Purpose and Objectives Specifically, MCC requires a contractor to: - Identify features of institutional or policy environment in Tunisia which cause or exacerbate binding constraint to economic growth identified in a Constraints Analysis. - Propose actions to be undertaken by the GOT or other public entities, aimed at addressing the policy/institutional issues identified in preceding analysis. - Assess the feasibility of implementing each of the actions recommended within three years through an MCC TCP. - Assess and rank order each of the proposed interventions by expected cost-effectiveness. -- Work in partnership with GOT counterparts and in consultation with other stakeholders and MCC to develop a draft TCP following MCC guidelines Capability Statement/Information Sought Respondents must provide, as part of their responses, information concerning the project requirements listed as depicted in the SOW along with (a) staff experience, including their availability, experience, and training; (b) current in-house capability and capacity to perform the work including experience working in countries similar to Tunisia; (c) prior completed projects of similar nature; (d) corporate experience and management capabilities; and (e) examples of prior completed Government contracts, references, and other related information. Interested qualified contractors should submit a tailored capability statement for this requirement, not to exceed 10 single-sided pages (including all attachments, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Information Submission Instructions All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Liz Sandoval, Contract Specialist, at sandovalla@mcc.gov in MS Word, or Adobe Portable Document Format (PDF), by December 29, 2011 2:00 PM, EST.
