Description
The United States Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to award on a sole source basis under the authority of FAR 13.106 to Germann Instruments, Inc., 8845 Forestview Road, Evanston, IL 60203-1924. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The ERDC Geotechnical and Structures Laboratory (GSL), Airfields and Pavements Branch (APB) has a requirement to purchase a Shear Wave Tomography System to nondestructively determine thickness of Portland Cement Concrete (PCC) pavement for airfield evaluations, test section construction, and other current and future pavement research projects. The system requirements are as follows: Displays near-real time 3D images and thickness measurements with minimal post processing effort in less than three (3) seconds to minimize necessary testing and analysis time in the field; Dry point contact sensor technology which eliminates the requirement for a coupling medium; Thickness error of 0.5 inches or less with one sample; Compact size, including case, for ease of use and transportability (22 in. x 14 in. x 9 in., 28 lbs); Multiple transducers for repeated measurements within one test for accuracy; Self-calibrating/can determine the shear wave speed of concrete to eliminate the coring of pavement; Spring-loaded transducers for the ability to conform to rough surfaces; Self-contained system to include a screen on the system for measurement verification in the field. During a recent research project on nondestructive pavement thickness devices, it was determined that the MIRA-5000 Shear Wave Tomography System is the only device that has this technology. Germann Instruments, Inc. is the sole distributor of the MIRA-5000 in North America.
