Description

Justification for Other Than Full and Open Competition The U.S. Department of Education, Office of Federal Student Aid intends to make award under authority 41 U.S.C 253(c)(1) and FAR Subpart 6.302-1(c), 'Only One Responsible Source and No other Services or Supplies will Satisfy Agency Requirements' to XAP Corporation (hereinafter referred to as XAP) located at 3534 Hayden Avenue, Culver City, CA 20232. The MYFSA features XAP components currently integrated and considered a critcal functionality of this comprehensive suite, a subset of the FSA Student Aid on the Web. The Department intends to award ongoing operations, maintenance and technical support for the XAP components. Interested organizations may submit thier capabilities and qualifications to perform the effort in writing to the identified points of contact not later than January 10, 2012 at 4:30 PM EST. Such capabilities/qualifications will be evaluated soley to determine whether or not to conduct this procurement on a competetive basis. A determination by the Department not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is soley within the descretion of the Department. This Notice of Intent is not a Request for Quotation (RFQ) for competetive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Department to tracy.pope@ed.gov with "SAOTW operations, maintenance and support" refernced in the subject line.
