- USDA Rural Development Branch / Interior Space Alterations Montpelier Post Office and Federal Building 87 State Street, Montpelier, VT 05602-2956 Project Number: RVT00068 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration (GSA), New England Region, North Service Center Branch, is seeking a Small Business concern with current relevant qualifications, experience, personnel, and capability to perform the work described herein. This project proposes to locate U.S. Department of Agriculture / Rural Housing offices as a major tenant on the third floor of the Montpelier VT federal building, occupying approximately 9,800 USF. Space will be distributed as a large (approximately 9,250 SF) contiguous area at the rear of the building, including the former Courtroom, and a smaller (approximately 550 SF) area at the front of the building. Functions to be accommodated include private and open office areas to accommodate approximately 35 personnel, office support areas, conference / training room(s), general storage and mailroom, break room with kitchenette, internal toilet facilities, and storage / file area to accommodate automated file systems. The following objectives will be realized through completion of this project: · Build-out of space in accordance with USDA-approved space plan and in accordance with the Agency's stated functional and programmatic needs. · Compliance with Fire Protection & Life Safety requirements per PBS-P100 and referenced documents. · Compliance with ADA requirements pertaining to Project area. · Completion of Project to permit USDA occupancy by April 2013 The anticipated award will be a firm fixed price contract for construction services. It is anticipated that construction will be completed within 150 days after Notice to Proceed. Further, it is anticipated that this project will be used as a demonstration project leading to award of 5-6 IDIQ contracts for General Construction, Demolition, Carpentry, Electrical, Plumbing, HVAC and Mechanical, Roofing, Fire Suppression, etc. throughout the State of Vermont. The term of the anticipated IDIQ contracts will be 1 base with 4 option years. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a 100% Small Business Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in April 2012. The appropriate NAICS Code is 236210 (General Construction) with a small business size standard of $33.5 million dollars. The estimated value of this project is between $ 1M -$ 5M. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects completed within the last five years of similar scope and complexity. State whether your firm worked as a prime or subcontractor; contract value; brief description of how the referenced contract relates to the work described; and provide a client point of contact. (2) Company profile, to include number of employees, annual receipts, office location(s), DUNS number and bonding level. (3) Indicate if you are a Small Business and any Small Business socioeconomic status you currently have. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short, but comprehensive, statement demonstrating your company's existing expertise and experience in relation to this proposed procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the General Services Administration in tailoring its requirements to be consistent with industry standards.
