- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Services Laboratories (NVSL), intends to issue a sole source purchase order award to Illumina, Inc., located in San Diego, CA for the following items: 1) FC-121-1012 Nextera DNA Sample Preparation Kit (96 samples) - QTY 6 EACH; 2) FC-121-1012 Nextera Index Kit (96 indices, 384 samples) - QTY 2 EACH; 3) FC-121-1003 TruSeq Dual Index Sequencing Primer Box (single-read) - QTY 1 EACH. These reagents are to be used with the existing Illumina GAII Instrument. The use of Illumina platform is required assuring continuity of research within the labs. Ordering from another source would compromise test results and the integrity of the data. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1). Numbered note 22 applies. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Officer at the address stated below. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, a purchase order will be issued to Illumina, Inc. This procurement is being processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition Threshold of $150,000. No solicitation document is available and telephone requests will not be honored. The NAICS code is 325998. The small business size standard is 500 employees, or less.
