Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Cobham Mission Systems, for O2N2 Concentrator Test Sets, Cobham Mission Systems. These Test Sets are used to validate various performance and functional parameters of the O2N2 Concentrators on the V-22 aircraft. The Concentrator is a Weapons Replaceable Assembly which provides oxygen and nitrogen for crew breathing and to satisfy aircraft system nitrogen requirements. Maintenance on the Concentrator is performed off-aircraft at the I-Level and consists of testing, detecting, and isolating faults to the subassembly level. Some capabilities of the O2N2 Concentrator Test Set include: regulating and measuring the inlet air source to the Concentrator; controlling and measuring the oxygen and nitrogen product gas flow rates; measuring oxygen and nitrogen concentration within product gas; and measuring oxygen, nitrogen, and regulator outlet pressures. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government. However, responsible sources are encouraged to submit a resopnse to this synopsis in writing that contains information that would allow the government to determine whether or not to conduct a competitive procurement.
