Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as applicable and as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1097919. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, dated December 2, 2011. This acquisition is not set aside for small businesses. The appropriate NAICS code for this acquisition is 541711 Research and Development in Biotechnology with a small business size standard of 500 employees. The purchase order awarded as a result of this RFQ shall be firm fixed price. Award will be made to the lowest price, technically acceptable offer. The Food and Drug Administration Center for Tobacco Products (FDA/CTP) is requesting that the National Center for Toxicological Research (NCTR) run various in vitro (cell culture) omics studies to support their regulatory mission. As part of this testing, they require that different tobacco products are tested for their relative toxicity in a heart muscle cell in order to mimic human cardiovascular effects from smoking. In order to conduct these studies, the FDA requires the purchase of 23 units (1.5 million cells per unit) of pluripotent-stem cell derived cardiomyocytes with a stable phenotype for toxicity testing (embryonic stem cells will not be accepted). The entire quantity shall be delivered at one time, within 30 days of receipt of purchase order resulting from this synopsis/solicitation. The Provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition. An offeror shall complete only paragraph (b) if applicable, of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The Clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to the clause. None. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this solicitation notice. Offerors that fail to complete the required representations and certifications, or reject the terms and conditions of the solicitation may be excluded from consideration for award. An official authorized to bind the offeror must sign the terms and conditions of the offer. The Provision at FAR 52.212-2 Evaluation - Commercial Items (JAN 1999) applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factor considered. The following factors shall be used to evaluate offers: i. technical capability of the item to meet the Government's requirement; ii. price All responsible sources may submit a firm fixed-price offer which if timely received, shall be considered. The offer must reference RFQ 1097919. Offerors shall submit descriptive literature that demonstrates the offeror's ability to furnish the product requested. The Government is not responsible for locating or securing any information which is not identified in the proposal. The offers are due in person, by postal mail, fax or email to the point of contact listed below on or before January 10, 2012 by 3:00 PM local time in Jefferson, Arkansas at the Food and Drug Administration, OC/OA/OAGS, Attn Marcia Park, 3900 NCTR Road, HFT-322, Jefferson, AR 72079-9502.
