Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA's evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Scope: The U.S. Department of Transportation, National Highway Traffic Safety Administration's (USDOT/NHTSA) Office of Emergency Medical Services (OEMS) provides leadership and coordination to the EMS community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 9-1-1 systems. The OEMS is interested in validating the implementation, dissemination, and evaluation phases of the Evidence-Based Guidelines (EBG) Model Process. In particular, the OEMS is interested in disseminating and implementing a consus- or evidence-based prehospital guideline or protocol in at least 4 States, then evaluating the implementation and dissemination processes utilized. The evaluation portion of the project would measure the ultimate geographic and population covered by the guideline implementation process and would collect information on behavior modification/compliance of prehospital providers with accurately applying the guideline pre- and post-implementation. The objectives of this project are to: (1) Assess the feasibility of the Dissemination, Implementation, and Evaluation components of the National EBG Model Process through adoption, in at least 4 States, of a consensus- or evidence-based guideline for prehospital care; (2) Develop individual State implementation plans and an implementation tool kit for use by State EMS Offices, medical directors, and field providers; (3) Identify and document barriers to statewide prehospital guideline implementation and successful strategies to overcome these barriers; (4) Evaluate the impact of the Statewide guideline implementation plans on improving provider application of the selected guideline; and (5) Develop recommendations for improving the National EBG Model Process and promoting statewide adoption of prehospital care guidelines. Capability The corporate capability statement is expected to address the capabilities required to support the scope section above, along with the characteristics identified below. Ability to obtain input from a diversity of EMS stakeholders; History of involvement with projects related to guideline or protocol implementation on the State level, or related projects; Experience with prehospital or other health care guideline implementation; Experience in managing complex projects involving multiple organizations; Experience in designing and conducting statewide guideline implementation programs as well as evaluating such projects; Experience in observational experimental design and research; Experience in developing tool kits for use by State and local organizations. Experience planning and conducting Webinars for diverse audiences Demonstrated capability of meeting milestones and delivery schedules on time and within budget; Demonstrated ability to meet project deadlines and reporting requirements; Qualifications of the key personnel to carry out the proposed implementation, dissemination, and evaluation strategies; Demonstrated satisfactory history of Grantor/Grantee relationships, as demonstrated by on-time completion of past efforts and reports, indicating a high level of satisfaction from Government agencies and other organizations; Demonstrate a good record of financial responsibility and accountability as it relates to the use of federal funding; Experience writing articles for the EMS trade press or scientific perr-reviewed literature; Experience and expertise writing detailed reports. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
