- The Social Security Administration (SSA) intends to issue, on a sole-source basis, a 3-year firm fixed priced purchase order to POLAK INTERNATIONAL CONSULTANTS for renewing electronic subscription services to IBIS eVisor. This subscription service includes 10 licensed SSA users to access : (1) Monthly IBIS News ? articles on topics in IBIS Country Manuals,? as IBIS Advisors become aware of legislative and market practice changes in the various International Countries; (2) Compliance Alerts ? articles describing legislative changes that have occurred in various International countries; and (3) Country Manuals that summarize common benefit provisions, Social Security, Market Practice, and Employment Conditions in the country of reference. The period of performance is for 36 months, beginning January 1, 2012 through December 31, 2014. This subscription is only available from its producer/manufacturer and not through dealers or distributors. Pursuant to the Federal Acquisition! Regulation (FAR) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements for the above-cited subscription. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government?s intent to order this subscription from POLAK INTERNATIONAL CONSULTANTS. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If! no affirmative responses are received within 3 business days,! in accordance with FAR 13-106-1(b) (1), a purchase order will be issued without any additional notices being posted.
