- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) on behalf of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Scientific Instrumentation, Inc., 29391 West Enid Road, Eugene, OR 97402-9533 to provide one (1) RAMM/MIM/Automation/XY stage & Controller with Invar RAMM for Super Resolution and one (1) RAMM/MIM/Automation/XY stage & Controller for an inverted plane illumination microscope (SPIM). The sole source determination is based upon the fact that: Applied Scientific Instrumentation, Inc. is the sole source for the (1) RAMM/MIM/Automation/XY stage & Controller with Invar RAMM for Super Resolution and the (2) RAMM/MIM/Automation/XY stage & Controller for an inverted plane illumination microscope (SPIM). Applied Scientific Instrumentation, Inc. is the manufacturer of this equipment and the only vendor that can provide the requested laboratory equipment at best value and ensuring compatibility with the existing laboratory equipment. The sole source determination is based on the fact that the (1) RAMM/MIM/Automation/XY stage & Controller with Invar RAMM for Super Resolution and the (2) RAMM/MIM/Automation/XY stage & Controller for an inverted plane illumination microscope (SPIM) are the only stages and controllers capable of meeting all of the specifications below that are fully compatible with the existing experimental protocols. The RAMM/MIM/Automation/XY stage & Controller with Invar RAMM for Super Resolution device must: 1) Be made from invar, a material with an extremely low coefficient of thermal expansion; 2) Be optimally suited to super-resolution experiments; and 3) Be compatible with an existing super-resolution system consisting of several objectives, lasers, mirrors, lenses, and optomechanics. The RAMM/MIM/Automation/XY stage & Controller for an inverted plane illumination microscope (SPIM) device must: 1) Be designed to serve as a base for a next generation SPIM device; 2) Provide piezoelectric devices, stages, and mechanics designed to work with the current ASI RAMM systems parts and specifications; and 3) Have a base that meets the design specifications for integration of the right-side objective mount with the rest of the optical system, and is necessary for a complete microscope. The (1) RAMM/MIM/Automation/XY stage & Controller with Invar RAMM for Super Resolution and the (2) RAMM/MIM/Automation/XY stage & Controller for an inverted plane illumination microscope (SPIM) are only available from the manufacturer, Applied Scientific Instrumentation, Inc. In addition, Applied Scientific Instrumentation, Inc., as the sole manufacturer of the RAMM system for super-resolution and selective plane illumination microscopy, has the proprietary licenses for any and all repairs, thus supporting the determination to make a sole source award to Applied Scientific Instrumentation, Inc. The delivery point is the National Institutes of Health (NIH), Building 13/Room G800/13 South Drive, Bethesda, MD 20814. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Responses to this announcement, referencing presolicitation number NHLBI-CSB-EB-2012-043-RNP may be submitted by mail to the National Heart, Lung and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Suite 6121, Bethesda, MD 20892-7902, Attention: Rieka Plugge, or by email to rieka.plugge@nih.gov. Fax copies will not be accepted. Interested parties responding to this announcement need to do so by 7:30 am Eastern Standard Time on January 3, 2012. The response must include in their quotation, the unit price; the list price; shipping and handling costs; the delivery period after contract award; the prompt payment discount terms; the F.O.B. Point (Destination or Origin); the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov, and ORCA https://orca.bpn.gov/login.aspx.
