Description
Development and integration of social media tools into BBG and Grantees newrooms. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Commercial Items as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (See Attached SOW). The Broadcasting Board of Governors (BBG) has a requirement for a contractor to provide a requirement for a knowledgeable person(s) in social media and platforms with enterprise level, broadcasting and journalism experience for the Office of New Media. The solicitation number is BBG50-R-12-0002DS and is issued as an RFP, and a commercial item contract will be awarded. This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Regulations. This is a full and open procurement to full range of social media services to BBG/ONM. The Associated North American Industrial Classification Systems (NAICS) code for this procurement is 541618. This requirement is unrestricted and only qualified offerors may submit a proposal. The term of contract is 8 months with an option to extend services. The Federal Acquisition Regulation (FAR) provisions and clauses may be obtained from the Internet Web address at: http://acquisition.gov/far/index.html. Interested contractors are capable of providing these services should submit a proposal identifying capabilities as stated in SOW. The contractor shall demonstrate the ability and experience in providing the required services as stated in SOW. Interested contractors must provide in their proposal a narrative about how they will address all the elements in SOW. Offerors responding to this solicitation shall submit the following items to the contracting officer; (1) Resume(s) of the key personnel; (2) Narrative and detailed information on service requirements and the proposed commitment in meeting the specific timeframe hours/days and the performance measures that the offeror will take to meet all contract requirements. (3) Past performance, including (3) references within the last (3) years from date of notice. (4) A Firm-Fixed price for one or persons to perform the various tasks as identified in SOW based on a 4 to 8 hour day (45 minute lunch excluded). The Government will award a Commercial Item contract using Simplified Acquisition Procedures, Firm-Fixed Price contract resulting from RFP to the responsible offeror whose offer confirming to RFP will be most advantageous to the Government, based on price, technical, past performance. When combined, technical evaluation factors are more important than price. Evaluation Criteria The contractor shall demonstrate the ability and experience in providing the required services as stated in SOW. Interested contractors must provide in their proposal a narrative about how they will address the requirements in addition of listing similar projects with same or like requirement in the application and use of social media within journalism and news publishing environments. The contractor must provide an understanding of the requirements and ability of the contractor to provide the required services meeting the technical requirement stated herein. (1) Experience and knowledge of the contractor working with social media tools and platforms with enterprise-level, broadcast organizations; (2) Experience in researching, implementing and managing social media and community management platforms and tools; (3) Specific experience in assessing and managing transitions in newsrooms with regards to editorial policies and procedures, content work flow, audience engagement and support of skill development and usage; (4) Ability to complete the work within the specified period of performance (5) Detailed information on past performance and relevant contracts for similar services with a minimum of three (3) reference. (Government or Commercial contracts) Offerors are cautioned that failures to address each of the above factors may deem their proposal unacceptable. Offerors shall include a completed copy of the provisions FAR 52.212-3 Offerors Representation and Certifications - Commercial Items with its offer. Proposal must also include contractor's DUN's number, prompt payment terms and correct remittance address, if different from mailing address. The contractor must be registered on-line with the Central Contractor Registration (CCR) Web site http://www.ccr.gov. The clause at 52.212-4, "Contract Terms and Conditions--Commercial Items" applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items" applies to this solicitation as well as the following clauses contained within FAR Clause 52.212-5: 52.222-21, "Prohibition of Segregated Facilities"; 52.222-26, "Equal Opportunity (E.O. 11246)"; 52.222-35, "Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212)"; 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, "Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.225-13, Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, 13129)"; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332)"; (xiii) The following FAR clauses are also applicable to this acquisition: FAR Clause 52.232-18, "Availability of Funds" and 52.237-3, Continuity of Services; FAR Clause 52-217-9 Option to Extend Term of Contract.
