- Pipeline & Hazardous Materials Safety Administration's (PHMSA) Liquefied Natural Gas (LNG) Safety Technology and Inspection Training Title: PHMSA's LNG Safety Technology & Inspection Training. NAICS Codes: 541330 - Engineering Services. This procurement has been set-aside 100% for small business concerns. Response Date: January 9, 2012 4:30 pm Eastern Standard Time. Primary Point of Contact: George D. Bozadjian Secondary Point of Contact: Cynthia D. Barzey This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) is posting a request for quotation (RFQ) for Liquefied Natural Gas (LNG) Safety Technology and Inspection Training. The solicitation/RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54, effective December 2, 2011. The requirement is for a three-and-a-half day training class to be held in Oklahoma City, OK from January 31, 2012 to February 3, 2012. The provision stated in FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. The provision stated in FAR 52.212-2, Evaluation - Commercial Items applies. The evaluation criteria for this requirement are: Price, Technical Capability, and Past Performance. Technical and past performance, when combined, are significantly less important than price. Include a completed copy of the provision in FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with your proposal/quote submission. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, and the clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items apply to this acquisition. All additional contract terms and conditions will be stated in the RFQ. Place of Performance: The services to be provided under this contract/order will be performed at Oklahoma City, OK.
